The core has the ability to not install the sample posts, but that is all it doesn't install. You still get sample users, sample groups, sample categories, sample images uploaded, and probably some other stuff that doesn't make sense to install if someone wants "naked QP". This branch addresses most of those issues though some have to be handled as part of other branch work.
